I am trying to find a school to make an mba application, but i have a number of constraints so i am asking for your guidance towards the schools that satisfy the criteria:
1. Details: I am currently a PhD student in Health economics and biostatistics which I have been awarded a scholarship for, have distinction in MSc in Health Economics and undergrad Master of Pharmacy.
2. I have no work experience. Maybe the PhD time counts for something but I am not sure. Also, I have served mandatory military service for 9 months
3. I have a GMAT of 710 which will expire in June 2019
4. I am looking for an online MBA preferably in order to be located in the university i am doing my PhD and run the 1st year of the MBA in conjunction with the last year of my PhD
5. I need the fees to be waived, so an mba scholarship would be great
Is there any chance to find a program that fits all those criteria?

Not sure, you should contact them to make sure. Here's what they say on their Online MBA admissions page:
"We prefer our applicants to have 3-5 years of experience in their field, but many in our program have several years of hands-on knowledge."
Anything that's got accreditation from AMBA, EQUIS, or AACSB is most likely going to require work experience. I doubt think you'll find any school that will waive tuition fees.
Do you actually need the qualification? If not, maybe just do some business classes on Coursera?
